will not destroy the beauty of the water frontage. The matter
should be in the hands of the 'Zoning Committee', recommended by
the Commissioners in their report on the Public Works Department.
18.
CADET OFFICERS. In view of the fact that the posts of
Treasurer and Inspector General of Police are in future not necessarily to be confined to the Cadet Service, and that it is not improbable that the posts of Director of Education and
Head of the Sanitary Department may also coase to be Cadet appointments, the Commissioners consider that when recruiting for the Service takes place, candidates should be given definite
information as to their prospects of promotion to senior posts.
Otherwise there is always the possibility that Cadet Officers, on arriving in the Colony and finding out that their future prospects are thus restricted, may seek transfer elsewhere, with the result that service in the Colony will not attract
suitable candidates.
19.
There should be specialization in the Cadet Service in
the same way as there should be in the various technical
departments of the Public Works Department. After the first
ten years of a Cadet Officer's service it should be possible to judge wherein his special aptitude lies, administration,
finance or law. Thereafter he should be confined to one of
those three branches of the service. Within the administrative
branch will be found a nuclous of officers of marked executive
ability; they should be given as varied experience as possiblo, in order that they may acquire the requisite knowledge that will
be essential for them, when they come to fill the posts of
high command.
